With regard to the "eport as a whole, Mr. Kitchie has summarised in tabulated form the main recommendations of the

Salaries Commission with respect to (i) Government servants in
receipt of sterling salaries, and (ii) the junior clerical and other
services which are remunerated on a dollar basis. The explanatory
memorandum will, it is hoped, be found to make the purport of the
tables quite clear if read in conjunction with the Report of the
Salaries Commission, copy of which is also enclosed.
The Government also desire the opinion of private employers
with regard to the recommendations of the Salaries Commission that:
(i) "Every employee, drawin not more than 20 a month be
given one month's pay at China New Year" (para 26, page of Report), and
(ii) The recommendations of the Commission on the subject of
Overtime Allowances (paras 167 to 173 of the Report)
The Special Committee will be much obliged if you will
express your opinion as to the adequacy or otherwise of the salaries
at present paid and they will be glad if you will be so kind as to
note your views in the last column headed "Remarks" on each schedule.
The Special Committee will also be glad to receive your views on
the China New Year payments and the Overtime Allowances.
As the Government is asking for an early report a reply as
soon as possible will be much appreciated.
